Rights needed to move user between ou's

We have recently migrated to W2K. We have a decentralized
administrative model. Only the security department can
create and delete user accounts.

Problem: Administrators cannot move users between their
parent OU and child OU's.

This appears to be the result of not having the create and
delete user rights.

Any insight would be helpful!
