Right Click does not work on Task Bar or Start button

When I click on a minimized icon in the task bar nothing happens anymore.
Also, when I right click on the Start button I do not get get a pop up menue.
All other applications of Right Clicking on anything seems to be OK. The R/C
menu problem only seems to be with the task bar and start button, which I
guess is part of the task bar. Already spent hours messing with it but have
not been able to find the cause. I added Cool Mouse a while back and I'm not
sure if that is when the problem started. I have since gotten rid of it but
that did not correct the right click issue.
Thank you...

Hi Calguy,

Open Regedit and navigate to:

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
-and-
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

In the right-pane, delete the "NoTrayContextMenu" value (if exists)

This policy removes the context menus for the Start button, Taskbar, and
Notification area.
