Restriction Warning on USB devices

Windows XP started giving me "Warning notices" when I try to access USB
devices. Warning reads "Administrator has restricted access to CD/DVD ROM
devices". Also getting "Warning: Administrator has restricted this computer
to addess USB/1394 mass storage devices." I am trying to use external HD and
photo memory card reader as USB devices. Same problem with all 8 USB ports.
I am signed on as the Administrator. Tried to do restores going back to time
when everything worked but problem persists. Would appreciate some help.

This post can be closed. I found the problem. It was one of the programs in
the startup table causing the problem.
