Restricted access to Internet Options in Tools menu

I am trying to modify some of the settings in IE 6.0.
When I try to access Internet Options in the Tools
dropdown menu I get the message "This operation has been
cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

As a home PC user I do not have a "system
administrator". How can I get this restriction
eliminated or corrected?

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:

Reset the Internet Explorer tabs and remove all the browser restrictions.

The problem is due to a spyware. Download Ad-Aware from www.lavasoftusa.com,
scan the system and eliminate the malware products. Re-apply the above fix
if necessary.
** Remember to update the pattern file using WebUpdate in Ad-Aware **

Start | Run (type) "regedit" (no quotes)
Scroll down to the following location:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions]
"NoBrowserOptions"=dword:00000001

If the above entry exists: "NoBrowserOptions"
Click "Registry" (up top) select: "Export" (export = copy)
Enter a filename (hint) - NoBrowserOptions
Click Save, highlight the "NoBrowserOptions" entry in the right pane.
Right-click and select: Delete, close Regedit and reboot.
