Restored XP - now I'm in "permanent" Safe Mode

Got a new HDD for the boss's laptop (Dell Latitude D830). Did a full backup
and also ran the Files and Settings Transfer wizard (FAST). Installed
Windows XP SP3 and then Office XP then Office 2007 upgrade, installed the
Dell app disks, etc. Trying to get it to as close as it, as far as
installed apps.
Ran Restore from the backup overnight and now I'm stuck in what appears to
be Safe mode. The screen display is at the lowest setting so everything is
giant in size. This is a problem because there isn't room to move the
various windows up enough for me to change settings much less click the OK
button.

I'm sure there's a command-line entry I can use, but I'm not experienced
enough to know what it might be. Couldn't figure out how to "ask" TechNet
this question, so am hoping someone here can lend advice. (I'm already
thinking about hitting F8 on bootup and choosing the Last Known Good, then
going with FAST instead of the Restore. Before I do, I feel it'd be better
to get some advice.)

Hi Mike,

Open up msconfig and click on BOOT.INI and see if anything is checked.
If checked, uncheck it. Click Apply then OK and reboot. By the way, which
version of XP did you install? SP3 is a Service Pack Level, not a version.

Will do. The version is Professional.

FYI
You dont have to install the qualifying product in order to install the
upgrade.
You simply start the upgrade installation, when it complains, you swap the
cd's, to confirm the qualifying product, once done swap back and continue
the upgrade installation.
FAST frquently fails on Office 2007 and / or corrupts any Outlook profile

Couldn't get to the "Run" command due to the screen display size - only
selective app icons are shown on the menu bar with a balloon telling me to
choose smaller icon sizes to make more apps visible.
Tried your idea in Safe mode, but all were unchecked (duh), so will try a
System Restore.

Press Windows key/R to open the Run dialog.
