You need to determine if the programs themselves are somehow missing
or just the shortcuts to get to them (from the tools menu).

Go to Start, Run and enter %SystemRoot%\System32\cleanmgr.exe <enter>
to see if the Disk Cleanup will run. This runs the program that is
behind the shortcut.

Try %SystemRoot%\System32\restore\rstrui.exe <enter> to start the
System Restore stuff.

If these work then you are just missing the shortcut from Tools, which
can be fixed. If the programs are missing, that can be fixed alos,
but we need to no exactly what is wrong. No downloads, no .cab
files... Not yet anyway.

Also, download Malwarebytes free software, update it and do a complete
scan. No matter what other scanning software you are using, try this.

Please get back with your results.

You said earlier you "lost all your tools". Help me understand what
that means.

Restore is gone - what does that mean?

If you look in c:\windows\system32\restore is there a file called
rstrui.exe? If you double click rstrui.exe or run it from a command
prompt do you see the System Restore screen?

If you click Start, Programs, Accessories, System Tools do you see any
icons offered (Backup, System Restore, etc.)?

Did you run the Malwarebytes software?
