Since upgrading the OS to Windows XP on my Compaq Presario 7AP170 computer
I've been getting the following error message when I boot up:

TaskPanl.exe - Unable to Locate Component

X This application failed to start because MFC71.DLL was not found.
Re-installing the application may fix this problem.

My computer is roughly seven years old. Its original OS was Windows 98.
Which I upgraded to ME then XP.
I unsucessfully attempted to install XP on top up ME.
When this failed I did a full installation of XP using my XP upgrade CD.
It was at this point that I began getting the error message I'm writing about.

Any help is greatly appreciated!

Apparently, taskpanl.exe is a part of Earthlink's software:
http://www.bleepingcomputer.com/startups/TaskPanl.exe-1484.html

Earthlink is not supplied with retail copies of XP.
It is bundled in on some OEM CDs. Depending on how old the CD is, the
program may be way out of date. If you do not use it, uninstall the program
and/or disable it from running at startup.

If you use it, try installing an updated version. (May even want to install
the old before installing the new - I would).

Can your seven year old system even support XP? Some hardware may not be
compliant with XP.

I have never seen an upgrade to Windows XP OS ever work with no problems.
If there are problems in the registry, they follow you throughout Windows XP
until you run some registry cleanup program to make sure everything is in
sync.

Plus, the upgrade moves EVERYTHING from old-to-new.

What probably has happened here, is that you have an application in either:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
C:\Documents and Settings\All Users\Start Menu\Programs\Startup
C:\Documents and Settings\[USERNAME]\Start Menu\Programs\Startup

that followed you from the Windows 98SE, ME and then Windows XP.

Just find the culprit and eliminate ... unless you are using the program.

My experience is the exact opposite of yours. I find that upgrades to
WIndows XP almost always work without problems.

Yes. The one time an upgrade *is* likely to result in problems is when you
are having problems to begin with. Trying to use an upgrade as a means to
solve an existing problem is a foolish thing to do. One should either solve
the problem first and then upgrade, or else do a clean installation.
