REPOST: Put menu command on Toolbar as button?

In Word and Excel, I can Customize the toolbars and find something under All
Commands and drag it up to the toolbar. I use Edit >> Paste Special, Text
quite a bit in Outlook. Can I put this on the toolbar in Outlook?

IT won't let me. Outlook Rich Text to compose, then everything gets
converted to Plain Text when received and all subsequent replies. I don't
know why they didn't just set up Plain Text to compose, but they've set
something that won't let me choose that option either! So I use the Paste
Special as Text so I can see how it's going to look when received. Maybe I
ought to try a macro?

Same approach but set Word as your email editor.

Before trying to find a technical workaround I would pick this up with your
IT people. Explain how it is limiting your work methods and that it is
counterproductive to you.
