renaming a file

I have a file I created that is in 'My Pictures'. I need
to rename the file from a .bmp extension to a .ico
extension but I can't. I can only rename the actual file
name. How can I change the extension?

You can't. What you need is a file conversion software.
You can get the free Irfanview here:
http://www.irfanview.com/
Download and install this software.
Once installed, open Irfanview, click on File, Open, select the file you
want to convert to .ico. Once this file opens, click on File, click on Batch
Conversion/Rename. A Window will open. For File Type, scroll to ICO. A new
file will be added in your original folder with the .ico extension.
