removing *.tmp files

Is it safe to remove any file with .tmp extension? I
upgraded my PC to Winxp home from Win98se, & have to
uninstall all my HP Scanjet software b4 I can install
version 3.04. Per HP techs, I need to delete all traces
of ver. 3.0 b4 I install the new version. The
instructions say to find and delete all .tmp files.(I
have 112 files *.tmp).
Just wondering if this could affect any programs.

Yes, they can be safely deleted.
I do it periodically as well as removing the contents of all "Temp"
files, do not delete the file.

If you stopped downloading a file from the Internet using
a program or site that allows resuming - and you wish to
resume later, don't delete any .tmp files until you have
finished downloading as 'resumes' are stored as tmps.
