Removing the coloured blocks under desktop icons...

Recently our computer decided to go to a blue screen saying some new
hardware had not been able to function properly.. computer had a bit of
trouble booting up and when it finally did, the desktop icons had
coloured blocks underneath them where they're usually transparent. I'm
not sure where to change the options here..

Also, on our Start Menu toolbar (the blue one at the bottom) has lost
the little separator things.. they were like dots? And so now our quick
launch bar has three icons showing and I can't get it to display more..
along with the right hand side missing the little arrow where you can
lengthen and shorten it depending on which icons are needed.

Thanks for your help if you can provide any.

Control Panel-System-Advanced-Performance Settings.
Check "Use drop shadows for icon labels on the desktop" on the Visual
Effects tab

For the "also", rightclick the Taskbar and uncheck "Lock the taskbar"
