Removing outlook security restriction

Hi

sbs 2003 with ISA 2000. I need to remove the outlook security restriction as
per http://www.slipstick.com/outlook/esecup/admin.htm. My question is; can
this be done remotely either using RWW or vpn?

The basic requirement is that person with Write access to the security settings folder needs to have an online connection from Outlook to the Exchange server, preferably without using Cached Exchange mode.
