remove read only attrib from folder ?

i've already tried going to properties on the folder / and unchecking the
read only box. this is a joke, it doesn't work. when i go back and view
properties again the box is checked again. is there a way to change
attributes that WORKS ? the other posts that i read refer to using the method
i just referred to above.

is there a way to create a folder that doesn't have read only or archive
attributes ?
knowing this would be a BIG help. my OS is xp pro (if that makes any diff)

"Read only" as an attribute is ignored by Windows at the folder level, it
