Well, that is certainly not possible with Remote Desktop or Remote
Assistance. So with that said I think your best bet is to...
* Consider using the free and built-in Parental Control software to limit
when and what the child can do on the PC.

* Use a product like the free from MSFT SteadyState tool to limit when and
what the child can do on the PC.

* Some routers also can be configured to disallow internet access during
certain hours from certain IP addresses.
In all cases the child's account should not have administrator privileges
and the administrator account password should be both strong and tightly
controlled. Additionally education and in person monitoring work very well.
