In Windows XP Professional, can I use Remote Desktop to
remotly control another Windows XP workstation? or, can
this tool only be used to access Windows 2000/2003
servers?

You can for sure use it with Other Windows XP Machines,
unless the other machine has XP Home (Doesn't support
getting taken over but you can actually remote from the
machine that has XP Home), or if they have it diasabled.
To enable it, go into "System" in your control panel and
go to the "Remote" Tab and enable Remote Destop
Connections.
