Remote Desktop Connection - Windows 2000

Accessing a windows 2000 server from a windows 2000 workstation with Remote Desktop Connection: It works when I have terminal services installed on my server but i'm unable to access the server if I only install the Remote Desktop Client on the server......is this how correct????

Remote Desktop will only work if the Terminal Services service runs on the
server. This is by design.

The Remote Desktop Client only gives you the ability to connect to boxes
acting as servers. The server needs to have terminal services installed. You
can install terminal services in remote admin mode which only allow two
connections.
