Remote Assistance behaving like remote Desktop

Hiya, i'm experiencing a problem at work where as sometimes when i
connect to another users machine via remote Assistance the client
doesn't get a permission window appearing but i have the option of
taking over and logging the user out, just like you would with remote
desktop.
I've looked around but there doesn't seem to be any settings to change
in relation to this

any ideas??
