I have recently run in to this problem twice. My dial up
connection dissappeared from my list of internet
connections, when I tried to add again I receive the
error 711 that says the remote access connection manager
can not start. When I try to manually start this service
it tells me acces is denied even though I am logged on as
administrator. The first time this happened I used the HP
restore disc but it didn't work so I formatted my hard
drive and reloaded windows xp and it fixed it but two
days later it started again.
