Rejecting a sender

I have a specific sender that I want to reject emails from and would like
them to get a note that it has been rejected. Is there a way to do this?

That's very difficult to do in Windows Mail, but Windows Live Mail
has an option to 'bounce' unwanted mail back to the sender.
If you invoke that option, it applies to all senders listed in the
Blocked Senders list.

Often you would do this at the server, not at the client. Usually, if you
want to block mail from a sender, you don't want it to pass beyond the
server.

I sometimes get these bounceback messages when I send a group mail and a
recipient's IT group has decided that my mail is suspect. The bounceback
comes from filters on the server, never from the recipient's email client.
When I finally hear from the recipient, they're wondering where the mail
is, and they have to contact their IT group to whitelist the address.

So, you'd go to your ISP or mail provider's webmail interface, and do it
there. How exactly you would do this depends on the features of their
mail system, and you'll need to ask them that.

Otherwise, at the client, you have to actually accept the mail, and write a
rule that it be moved to a deleted folder and a reply sent. This puts you
in a conversation with them from your system, one that reveals the dates and
times you're checking your mail, and I suggest that is part of what you're
trying to avoid.
