Reinstalling IE seems not to work so well

I have followed the instructions to the letter on 2 different PC's as
found at

I even have a utility that will change the settings for me.

However after I do this, what do I do on a machine with XP SP2?

If I put in my Windows IE SP1 CD and try to install IE, it will say
that a more current version is already installed.

The computer does not prompt me for anything whether I change the keys
mentioned in the Microsoft article whether I reboot or not.

I then used Barts PE and rebooted and renamed the "Internet Explorer"
to a folder called "x". Rebooted. Still could not install IE with the
CD that has SP1 on it. Strange....

Tried IE Eradicator Lite really not meant for XP (free version) and
still no luck in trying to reinstall IE after.

What is a foolproof procedure?

I just ended up reimaging the machine as I thought it had some other
problems as well. And yes I did run AVG, NAV, HiJackThis, CWShredder,
RegCleaner by Macecraft, SpyBot, AdAware, Stinger, Norton WinDoctor,
and SFC /scannow.

Thanks to any expert who knows the right way to do this.

I did not try this that I just ran across on experts-exchange.com:
In the search results pane, find the ie.inf file located in Windows\Inf
folder.
Right click the ie.inf file and click Install on the context menu.
