Registry setting ignored

The one thing I absolutely despised about xp was the balloon tips. I
finally find the site that shows me how to disable them, AGAIN.and it is now
being ignored. It sets itself back to a number "two", and not only that, the
start menu opens up on its own,after logging as if to be punching me in the
face and saying "you WILL read this balloon tip retard."

CAN SOMEONE TELL ME HOW TO STOP THE G*******N BALLON TIPS PLEASE?

Also, Can a well paid IT tell me also how to enable the ctrl+alt+del in the
beginning of xp before login?

I have never ever believed I was secure in any windows, but the
aforementoned was reassuring. Also, if my registry is "owned", can I have it
back?

If changes you make to the registry are being ignored, you might want to take a
look at the security programs you have installed on your computer. One of them
may be the source of this issue.

As for requiring users hit Ctrl + Alt + Del to logon, do the following.

First, you have to disable the Welcome screen if it's what you currently use to
logon.
Go to Control Panel and double click User Accounts.
Click on Change the way users log on or off.
Remove the check mark from the box next to Use the Welcome screen.
Hit the Apply Options button.

If you have XP Home Edition installed on your computer, go to Start -> Run,
enter the following command in the Open box, and click OK.

In the alternate User Accounts applet, make sure there's a check mark in the box
next to "Users of this computer must enter a user name and password to use this
computer".
Next, click on the Advanced tab.
In the Secure logon section, put a check mark in the box next to Require users
to press Ctrl + Alt + Delete.
Click OK.

If you have XP Professional installed on your computer, you have the option of
configuring the use of CAD through group policy.

Go to Control Panel and open the Administrative Tools folder. Click on Local
Security Policy.
In the Local Security Settings console, click on the + sign next to Local
Policies in the left hand pane.
Under Local Policies, click on Security Options.
In the right hand pane, double click on Interactive logon: Do not require CTRL +
ALT + DEL.
Change the setting to Disabled.
Click OK.

Restart your computer to see if you get the desired results. Of course, all this
effort to require CAD at logon may be wasted if you're having problems with
registry settings sticking.
