I googled for a registry editor for Windows CE and found that Microsoft
offered one in the PowerToys. However, the PowerToys no longer seem to
include it. Anyone got a link to the editor? Thanks in advance.

Just download the "Embedded Visual Tools", it's included
in there (I believe you have to start eVB or eVC++ and
start it from the Tools menu, however.)

Microsoft produce the Remote Registry Editor which runs on your PC and edits
the registry on a connected device. It is included in Embedded Visual Tools
3.0 (eVB and eVC++ 3.0) or Embedded Visual C++ 4.0 (For CE.NET 4.x and
Pocket PC 2003 development only)
