Regional and language options

I have recently installed a Window XP - Home edition. When following the instruction to set up Microsoft New Phonetic IME 2002a, I can't find the name from the keyboard layout/IME dropdown list. Is Window XP Home edition excludes this features. I do find the IME pad from the language tools bar, when I click on it, nothing comes out
