My Dell Laptop, I cant make any changes in the registery, I acn open the
regedit and make the changes I want, but when I clos the regedit all the
changes I made is going back, ( not saving the changes). What can I do to fix
this.

Are you also a member of the guests group? You should be.
Are you using a mandatory profile? Don't.
