Reducing size of mp3 files & uploading them to blog server

I have a few questions about uploading mp3 files to my blog server

I want to write a few blog posts about my favorite songs & I'd like to
upload them to my blog server so that besides reading about the songs,
my readers can hear them as well. To have a look at what I've done so
far, take a peek http://www.richardsilverstein.com/tikun_olam/2004/06/josefins_dopval.html.

Is there any software that allows you to do this quickly & easily?
Also, is there any way to reduce the file size so that I'm not
overloading my server? I've copied them from CD at 160 kps which
makes them monstrously big files for uploading. Short of re copying
them from the CD to my pc at a lower kps is there any way to reduce
the file size?

Is there a way to upload only a portion of the song to reduce file
size? I use WMP 9 & also have access to RealPlayer.

You would probably want to encode them at 64Kbps mono (or stereo, if you
prefer). CDex will easily do that. Get it FREE at
http://cdexos.sourceforge.net/
