redirect rule and message headers

I am using Outlook with Exchange and have set up a rule to redirect all
messages to another account. However, when there are multiple recipients, or
if I have been CC'd, all other recipients are removed so that the message
appears in my other account as if it were sent just To me.

This is a real problem because I can't reply to all on redirected messages,
nor can I see who else is a recipient.

I have the same problem with a few of my users accounts. I was wondering if
