Right click an empty area of your Desktop.
Select Personalize.
Under the "Task" category, click the "Change Desktop Icons" link.
Place a checkmark in the Recycle Bin checkbox.
Click OK.

I have a completely icon-free desktop so I don't have the right-click
and delete problem. I keep Recycle Bin on my Start menu and always
open it before doing any emptying.
Peter, a lot of times it is nothing to do with actually deleting it.
It's Icon will disappear after you empty it.
When you go into "Change Desktop Icons", it is still ticked, but not visible
on your Desktop.
You have to untick it>Apply>etc>Then retick it>Apply>Etc
That returns it to the Desktop.
It's a glitch in Vista.
