Right click on your desktop and select "personalize." On the left side of
the screen you should see an option for desktop icons. Click on it and
select trashcan.
In Vista, you can (and probably did) delete the Recycle Bin shortcut.
To put it back, right-click on the desktop, select Personalize - Change
Desktop icons -
check Recycle bin
