The problem appears to be with the BOOT.INI file and as such it will not let
me install recovery console as a start up option and when I try to run from
CD does not run as far as the problem, it stops and tells me to start in
recovery console again.

If you're getting an error message about not being at the same service level
as the installed version, you'll need to use an install CD of the same
level. If you can do it on yours, or have access to another computer, then
you can slipstream your install CD and SP to another CD and use it to boot
to or install Recovery Console. Google "slipstream XP."
AGAIN, "does not work" doesn't give us any useful info, what you think the
problem appears to be doesn't help either. Tell us the exact steps your
taking and the exact results, posting word for word any error messages you
receive.
