Recipients domain is not in my list of allowed rcpt hosts?

Have installed Outlook 2007 and now when I try and reply to people I have
emailed in the past or responded to before, I get a message that says the
email is Undeliverable as the 'recipient's domain is not in my list of
allowed rcpt hosts'.

I cannot respond where I could before. Is there a setting I change? What do
I do? What is an rcpt host? What gives here?

You will need to contact the ISP that provides you with e-mail services and
verify that your settings are correct. They should also check to ensure
that you are connecting to their network and what IP address you are
connecting to (e.g. lets say the smtp server name for your connection is
smtp.myisp.com. They should has you to open a command prompt and type ping
smtp.myisp.com and have you read back the ip address. This helps them
figure out what physical host you are connecting to.)

Probably, but you would need to provide more information. Such as, your ISP,
your SMTP message submission server, and whether you are connected via your
ISP when you see the problem, or are using some other Internet connection.
What do I do?

Determine why you are getting the error.
What is an rcpt host?

In the SMTP world, a "RCPT HOST" is the server for the domain for the
recipient of your email. If you are trying to send email to
the gateway mail server for the domain said:
What gives here?

This is an anti spam technique by the SMTP message submission server. It is
designed to prevent unauthorized use of the server for relaying spam to
other domains.

In the e-mail account that you defined within Outlook, authenticate to
your SMTP server.
