If someone declines to send a read receipt, how do you "prove" they got the
message? Is there any way to have the message recalled if they don't send a
receipt, like the post office does?

Hi,

There are two different receipts available to Outlook users. In addition to a read receipt, you can also request a delivery receipt, which is helpful in verifying that the email was
successfully delivered to a mailbox. However, this does not prove that the message was actually read by the recipient. If a recipient declines to send a read receipt there is no audit trail
that the message was read.

It is possible to recall a message if you are on an Exchange server. Please refer to the following Knowledge Base article for more information.
