Recall message failed

The recall message sometimes fails. The users are on the
same Exchange server and using the same version of
Outlook. Why would the recall fail? Does the recipient's
Outlook have to be open in order for the recall to work?
I know that the recipient should not open the recalled
message. Thank you.
