read only unchangeable

When copying backed up files from CD-r, they come up read-
only. Until recently, this was changeable: a file or
folder properties tab allowed me to reset the attribute to
non read-onlly. Now when I do that, it looks like its
working, but folders - not files - remain read only. And,
contrary to Microsoft's knowledge base, I cannot rename
these folders.

any ideas?

If you drag and drop the folder to another location you can rename it, then
drag it back to it's original locale.

Read only is an attribute that has no meaning for folders (the
directories are always open for writing), and XP makes an alternative
use of it. You can change it and on Apply it will ask if you want the
change applied to all contained objects, and you can then rename the
folder if you want, but the display of it for the folder will revert to
greyed
