Kelly Theriot has a nice how-to guide here that walks you through this.

Actually, the page says:

With this tweak you will be able to modify which color selection of the
default theme is shown when the computer start up screen is displayed.
Currently since there is only one theme you can only change the color scheme
for the theme but in the future when more themes are available for XP you
will be able to change which theme is used in the same place in the windows
registry.

So it does NOT explain how to change to the Windows Classic theme unless I'm
missing something.

Okay, so I played around with it and the solution appears to be to change
the ThemeActive value under
HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\ThemeManager
to 0. The colors are still a little light, but at least it gets rid of the
XP theme.

So in the end it appears that the "Windows Classic theme" is really the
ABSENCE of a theme.
