Quoting parts of an email

I'm generally asking about this question for all Outlook versions but I am
specifically using Outlook 2003...

I know in some programs you can just highlight the text you want to quote
and hit a button which will being up the edited reply email showing only
your signature and the text you highlighted to quote. You can then type as
you normally would just a straight replied email.

Is there any way this can be done in Outlook without having to
copy/paste/change fonts and formats...etc.

I just can't beleive that a free program like XNews can do this but a
robust program like Outlook does not have this feature.

Not in Outlook natively.
