Quicklaundh disappears and Outlook doesn't save passwords

I have a couple issues happening.. whether they're related or not.. i'm not sure
First off.
Everytime I reboot/turn on my computer.. my quicklaunch bar is gone
I will put it back on the taskbar.. and the next time I reboot.. it'll be gone again
Very annoying

Also.. everytime I open Outlook.. I have to put my passwords for my accounts in again
Save passwords is checked.. but it doesn't help
It asks for the password each time I open Outlook

Any help on this issues would be greatly appreciated
