No, emptying it makes them load slower. The point of the TIF's (Temporary
Internet Files) is to store web page information locally so that the pages
reload faster after the initial visit (so it doesn't have to be
redownloaded). Closing the browser does not empty the TIF folder in most
cases. Check tools/internet options/general tab/settings. For most users, a
limited TIF folder can help keep the browser from bogging down (most are
fine with 50MB), and set it to check "cehck for newer pages each time you
visit".
