What is the difference or distinction between the "Delete expired items
(e-mail folders only)" checkbox and the "Permanently delete old items" radio
button?

Right-click on an e-mail.
Select Options.
See the "Expires after" option?

You are saying when the item will get tagged as expired (not when it
become eligible for archiving).

Start composing a new e-mail.
Click the Options button in the toolbar.
See the "Expires after" option?

You can request an item get expired after some timestamp. That you
request the recipient to expire your e-mails doesn't mean the recipient
must do so. Just like read receipts where the user can configure the
e-mail client to prompt, always send, or always ignore the request, the
recipient can decide whether or not to honor the request to expire an
e-mail.
