Proxy settings

I am setting up a proxy server for the network at our office. I have
noticed that there is a setting which allows you to set the proxy settings
per machine rather than per user.
Computer configuration > Administrative Templates > Windows Components >
Internet Explorer > Make Proxy setting per machine.
Could someone please tell me what are the advantages and disadvantages of
making proxy settings per machine rather than per user?

No matter who logs on, that setting will be there on all machines.
