Proxy Server settings per-machine

Our default domain policy has proxy server turned on. I am
able to turn proxy server off for all users in a given
OU. I would like to have certain PC's have proxy server
turned off for all users that logon to these PC's. It
seems like I should be able to turn on "Use Proxy Settings
per-machine (rather than per user)" setting under the
Computer Configuration for a group policy. It does not
seem to work. The question that I have is if you turn
this "Per machine" setting on then what proxy server
settings will the computer use? It seems like all of the
proxy server settings are under user Configuration which
seems to defeat the purpose.
Can someone explain to me how this works?

Explorer

Description
Applies proxy settings to all users of the same computer.

If you enable this policy, users cannot set user-specific proxy settings.
They must use the zones created for all users of the computer.

If you disable this policy or do not configure it, users of the same
computer can establish their own proxy settings.

This policy is intended to ensure that proxy settings apply uniformly to the
same computer and do not vary from user to user.

Could you explain this part in more detail? Where do you set up the
zones for the computer? Is it done at the computer or can it be done
through Active Directory?

Sorry for the rant, but I'm a little frustrated by this. I ca
understand what the setting means, but if it's enabled, what setting
does it use ? Does it use whatever the local admins is set to ?
Does it use User Configuration\Windows Settings\Internet Explore
Maintenance\Connection\Proxy Settings ? That kind of doesn't mak
sense when the description is "Make proxy settings per-machine (rathe
than per user)"

then, WHAT SETTINGS, WHERE ARE THEY SET ?

settings. They must use the zones created for all users of th
computer." Who the hell mentioned Zones ?

I've seen other articles talking about reghacks and login scripts bu
to me this is exactly what GP should be able to do. I'm moving fro
an open proxy to authentication required proxy and need to be able t
migrate people over smoothly.
