Proxy Exclusions not working

Windows 2003 Domain GPO is setting the proxy settings for everyone, but users
are still connecting to the proxy server for internal sites, despite the
*.internal.domain exclusion I added. We're using IE 5.5 through IE 6.0 SP1,
Windows 2000 and XP, and it's a constant problem for everyone. It doesn't
matter if I use a domain GPO, a local GPO, or manually entered exclusions - I
still go through the proxy server. Its' like IE is ignoring my exclusions.
The only time I go direct to the web server is when I disable the proxy
settings. FYI: I have bypass local addresses checked too, and proxy is setup
for all protocols.

Anyone ever had this issue with IE? Any clues? Seriously, this defies logic
here.

How are "exclusions" implemented?
E.g. where do you see them listed by

msinfo32.exe /category IEConnectivity

Yet, when I access these sites - connections appear in Proxy logs.


All accesses or just some? E.g. could a misconfigured proxycfg
explain the symptoms?
