Protocol 47 GRE routers that accept...

I am looking for a new ADSL router that definately accepts VPN PPPoE and GRE. According to their website The Cisco 857 does, but it is a little pricey.
I have bought a Belkin ADSL modem F5D7633UK4A which looks like it should work, but it does not (and Belkin tech support confirmed this).

Can anyone else recommend a model that works? I am using SBS2003.
