programs can not connect ot internet

I am running windows xp pro sp2 and am able to connect to my isp but ever
program I have to access the internet is unable to do so. I have deleted
temp files, deleted cookies, deleted history, deleted index.day, replaced
winsock.dll, run netsh winsok reset, regestered several different dll files
found as possible solutions in other similair postings nothing works and I
have rebooted after each item before testing again, I have uninstalled and
reinstalled internet explorer and outlook express several times......
HELP!!!!!!

do you have an active firewall? try disabling it and see what
happens.

Yes I forgot to mention that I have turned the firewall off. It makes no
difference
