Program window panes cut off text, option buttons, etc.

All of the window panes within the current window (pick
one, any one) cut off text, option buttons, and some
overlap each other. Makes it hard to navigate. Does not
matter whether the window is maximized.
Display res is 1280x960, 32-bit, All-In-Wonder 9600
Series, 19" LCD.

This will happen if your DPI setting is higher than the standard 96 DPI:

Display Properties, Settings, Advanced, General...

I understand Microsoft is looking into this bug.
