Irfanview is a really good viewer that will do what you want (primarily
a viewer, but you can still apply some effects and save them). It is
recommended often on this newsgroup; although freeware purists may
object to its accumulation of adware (although it is unobtrusive).

I find Photofiltre to be quite pleasing - and it is an actual paint
program. Maybe not a professional-strength piece of software, but
certainly very useful for casual users like me.
