Process performance counter is disabled - .Net Application

Hello all,

I am trying to get .Net application started on XPE Dual Boot on Drive - I
get the following message when a specific .Net app starts:
"Process performance counter is disabled so the requested operation cannot
be performed"

Note: another simpler .Net app starts fine

1) I have "Base Performance Counters" and "Performance Counter" components
in image
2) These components place the .dat files in the d:\windows\system32 - they
are there at least.
3) I am running as administrator
4) there are no "Disable..." keys in the registry.

Any Ideas ?

I found a previous post by KM that I will try.

" pressed delete from regedit; that got rid of the \009 key.
After a re-boot, now the code WORKS!!

"You have to delete the Perflib\009 key.
You can do that in TD in the "Performance Counter[/vbcol]
Configuration" component's registry section.[vbcol=seagreen]
Or in the pre-FBA system hive offline.

I believe the post mentioned that it was fixed in SP2.
