Problems with Desktop Icons and Start Menu

I attmpted to run my SNES emulator the other night, and it has worked
successfully for a long time. However the other day starting it up caused my
computer to restart. Now when WIndows XP Home opens my desktop icons do not
appear and my start menu does not even exist. I've tried system restore, the
"last known good cinfiguration" seeting and I've also scanned C: drive for
errors. When I boot into safe mode my icons appear normally and I can acces
the start menu. Does anyone know what I can do to fix this problem???

Thanks for the post. Unfortunately clean booting did not help and neither
did creating a new user account. The new account was also missing a start
bar and desktop icons. And I should have mentioned earlier that
right-clicking the desktop doesn't do anything. I can see all my desktop
icons by going to "desktop" from IE but I can't see / move / open them from
the actual desktop. The PC works flawlessly just like before...except
without a start bar and desktop icons. If there is some other method I'd be
reallly happy for another post. reinstalling XP is something I'm saving as a
real last resort.

Thanks for your post. Unfortunately the problem persists. I can't
right-click on my desktop. I can "see" my desktop icons from IE and even use
them, but they just don't appear on the actual desktop itself. Also
celan-booting and creating another user account didn't help either. Besdies
missing the start bar and desktop icons the computer works just as normal.
Any other suggestions short of reinstalling windows XP?
