Problems with Address Book- Contacts list in Outlook 2003

I upgraded my Office 2000 to Office 2003 and am having problems getting my
previous E-mail list to work in Outlook 20003.
Previously I used Address Book but this time going on the advice in Office I
thought that the contacts would be a better choice but the Address book does
not sort by family name need to change each one individually and when I try
to use Contacts it does not come up when I try the "To" option. Neither the
Address Book nor the contacts tab has any names although the contacts folder
does have the full list of names.

You didn't complete the upgrade or did it incorrectly. See this:

Curious post. Outlook has no address book. All data has always been stored
in Contacts Folder. That's all you could ever have been using. The address
book is just another view of your Contacts Folder, and how to sort it has
been posted here more than any other answer.
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there

As I recall, versions of Outlook prior to 2000 used a "Personal Address
Book", in addition to the contacts folder, for storing email addresses. The
PAB also allowed one to create personal distribution lists, which wasn't
doable in Contacts pre-Outlook 2000. I know a few people who elected to keep
using their old PAB when they upgraded to Outlook 2000.

For 7 years users were advised to migrate their PAB's to Contacts ASAP
because they would eventually lose their legacy support, which they now
have.
