Problems W/ IE for web traffic

All:

I am having problems with IE 6 and cannot get any documented
repair/reinstall to work. The error message involves an unhandled
Win32 exception related to msrating.dll (according to the error message
info ) and only happens for http traffic. By that I mean if I open a
local html file all is fine. Web traffic of any kind will produce the
error. Even local websites such as debugging a site with Visual Studio
Express cause the error. I have problems with spyware in the past and
I may have messed things up trying to get rid of it, but the fact that
I can't repair my installation is a bit annoying. Does anyone have any
way to COMPLETELY reinstall IE? Files and registry settings?

Uninstalling/reinstalling IE is only possible on some operating
systems and rarely solves any problems.
In XP, uninstall is not an option but repair is.

What operating system?
What documented repair did you try?

I'm running XP SP2. Repair is not a menu option, at least not that I
can find. I first tried uninstall/reinstall through the add/remove
programs.

I then followed the following repair procedures which suggest using SFC
and forcing a reinstall:

I also followed the instructions from Microsoft's support site at:

Again, with no luck. I also installed the IE7 Beta hoping that would
fix it and still no luck.

At this point I am using Firefox and Opera, but I would like to have IE
to use for some sites and to develop/debug with.

That did not work either. At this point I think I am resigned to use
Firefox and Opera as I'm not willing to take the leap of faith that
repairing XP will not nuke all my current programs. Unless there is
something else that you know about I'm at my wits end.

I installed it thinking it might fix the problem, but apparently the
error is coming from a common module that processes the actual http
traffic. As I said, opening local html files works fine, but even
debugging an ASP.NET page through Visual Studio produces the error. I
have since uninstalled IE7, IE6, and tried reinstalling with the sfc
/scannow command and the repair instructions given on MSDN for IE and
Outlook Express. Are you saying the install/uninstall of IE 7 is so
unreliable that my system is now forever hosed, just because of IE7?
That sure doesn't sound like a ringing endorsement of MS browser
products.
