Problems receiving email through Outlook 2003

I travel extensively, in two of the cities recently visited, Outlook failed
to send email in the Outbox. Two other cities email went out without a
hitch. Through out this time, the settings have remained constant. In the
<Tools-E-mail accounts...-View or change existing e-mail accounts-Change-Test
Account Settings...> the test takes place without a problem and an indication
that the settings are OK: I will get my test email back but none of the
e-mails in the Outbox leave my laptop.

Note: All Received e-mail is received without a problem in my Inbox.

The obvious question then is, what action do I need to take to insure
continuity of operation everytime I turn on my laptop, no matter what city
that may be?

I'm going to assume you're working with an SMTP/POP server.
I'm also going to assume that your subject line is wrong and you really mean
'problems sending email'

Some networks block SMTP traffic that is destined to a network off of their
own, unless it's by an approved server, since that's a good sign of an infected
machine trying to crank out spam.

The best solution will be to talk to your email provider, explain what you're
doing and ask about alternative SMTP ports. Likely, they'll have an SSL
enabled SMTP port, or something else configured just for this exact scenario.

solution which hopefully will explain the reasons for the service shutting
down on me as often as it has.

I just tested a change in the SMTP port settings per your suggestion and per
the alternate ports indicated by the email provider and the problem is
resolved for this city. Will keep your advice avaialble should this problem
reoccur. Thanks.

The subject line says: Problems receiving email through Outlook 2003.

The body says: Outlook failed to send messages.

.....

So, which is it? Is the subject correct or is the body correct? What is
the actual problem?

Sorry about that one, I was unaware of the misprint. The problem is
correctly stated in the body, i.e. I had problems sending email via Outlook
2003. Per your comments, the SMTP port setting was changed and thus resolved.
